On June 16th and 17th staff at the U.S. Department of Housing and Urban Development (HUD) join TCGI in launching the Choice Neighborhood Initiative (CNI) with our client, the Wilmington Housing Authority (WHA) in North Carolina. TCGI helped WHA receive a planning grant from HUD to revitalize the poorest and most depressed part of the city, just south of the downtown. HUD awarded 17 grants in total, from 119 submissions. All 3 of the applications prepared by the TCGI Team received awards: Atlanta, Georgia; Norfolk, Virginia; and Wilmington, North Carolina.

USAID Indo-US Financial Institutions Reform & Expansion (FIRE-D)
Since 1994 TCGI has worked in 15 states and 70 plus Indian cities. Over the current 16-year life of the project, $23.8 million of USAID funded technical support has leveraged $1.2 billion to build water distribution and sewerage collection systems, increase solid waste collection and improve slum settlements for 2.4 million people.
TCGI works at the city, state and national level.
At the city level TCGI has provided support to prepare stakeholder driven city development plans that integrate economic growth with infrastructure and pro-poor initiatives; improve creditworthiness through increased municipal revenues; identify, plan and finance infrastructure projects; improve urban management for more efficient and responsive services; provide municipal credit ratings; issue municipal bonds including tax free; and plan for comprehensive citywide slum upgrading.
At the state level TCGI helps create state financial intermediaries that issue bonds including pooled finance; corporatize state water utility operations and implement performance based contracts with cities; implement provisions of the new municipal act; provide performance monitoring of municipal challenge grants under India’s national urban renewal mission.
At the center TCGI assist with preparing the new municipal act; developing terms and conditions for distributing $500 million in municipal challenge grants to undertake municipal policy reforms such as energy efficiency, accounting and creditworthiness, infrastructure tied to city development plans, and participatory pro-poor initiatives; designed and tested the e-governance initiative; guided the development of tax free bond legislation.
