David Painter has worked for 30 years in public and private sector development finance, including 25 years with the USAID Foreign Service. Since joining TCGI in 2004 he has provided advice on both strategy and operations to organizations such as the World Bank Water and Sanitation Program, the U.S. Department of State, the Cities Alliance, the Institute for Sustainable Communities, and the International Housing Coalition. As Director of the USAID Office of Urban Programs in Washington, D.C., David was the principal spokesperson for USAID on issues of housing and urban development including the financing of municipal infrastructure and the development of private-public partnerships for housing and urban environmental improvement. While based overseas, David directed the operations of the USAID Regional Housing and Urban Development Offices in both Asia, and the Near East / North Africa. He was principally responsible for the design, development and implementation of complex loan guarantee programs that mobilized hundreds of millions of dollars from private investors for housing and basic urban infrastructure in developing countries. David also provided leadership for groundbreaking USAID local currency guarantees to finance municipal infrastructure in South Africa, India, and the Philippines. David has an M.P.A. from Princeton University, and a B.A. (magna cum laude) in Economics and Political Development from Colgate University. .
