Mr. Charles (Chuck) Billand
has been involved in the practice, regulation and laws of
finance for the past 38 years. His water finance experience
includes overseeing the accomplishment of municipal and capital
project finance for more than 30 Indian cities under USAID
India’s FIRE (D) project, and syndicating sub sovereign
financing for water projects in Filipino municipalities. He
directed the design and implementation of appropriate technology
water and sewerage solutions for 5 Egyptian settlements with
a total population of 150,000. At the U.S. Agency for International
Development, he managed a $3 billion USAID loan guaranty portfolio
and helped conceptualize the Development Authority Credit
(DCA) program. In South Asia he advised on the development
of India's $1 billion primary and secondary mortgage market.
His US experience includes originating and underwriting $50
million in revenue bonds for Fairfax County. With the National
Cooperative Bank he directed origination, underwriting and
loan management of a portfolio valued at $100 million. He
has structured financing for neighborhood revitalization projects
valued at $250 million that include water and sewer.
