TCGI was selected as the lead technical assistance provider
by USAID to coordinate, develop, and manage discrete activities
toward the removal of obstacles identified at the local level,
in the housing finance and delivery of 5,200 units of housing
in the US supported development known as the Lilayi Housing
Development project in Lusaka, Zambia. We are providing technical
assistance and support services for a variety of interventions
which help to strengthen the capacity of responsible local
counterparts to register land title and deeds, to reduce obstacles
to home mortgages to new home buyers to this housing finance
and delivery. Deliverables include:
- Land registration and deeds delivery plan
based upon the list of prospective home buyers. We worked
with the Ministry of Lands to develop an implementation plan,
to include the schedule of when specific activities pertaining
to how and when the delivery of registration of land titles
and deeds can be accomplished.
- Technical hub to expedite registration of land titling and
deeds. We are providing logistical support and working with
the Ministry of Lands to identify and set up temporary headquarters,
equipped with necessary hardware and software, including applicable
stationary and other processing tools and hire and manage
local, Ministry of Lands approved staff to undertake the project.
- First time home buyers’ manual. We are working with
Lusaka City Council and Houses for Africa, a first time home
buyers’ home ownership and housing finance manual for
new home buyers. The manual will be used to include useful
information for low income first time home buyers on prerogatives
of servicing a mortgage and what they should expect in terms
of service provision from the local authority.
