Romania Local Governance and Reform Program

Helping Romania transition from a centralized communist administration to a decentralized local government system, per the 1991 Constitution (amended in 2003), has been a primary objective of the USAID Romania Mission.  The slow process transfers real authority and resource creating powers to local governments for the first time.  TCGI’s current work, in partnership with PADCO, has increased local government capacity and deepened this legislative process.  The subsequent results led to Romania’s successful accession into the European Union on 1 January 2007.

The Local Government and Reform Program addresses three crucial areas: the fiscal & administrative decentralization legal framework, the delivery of local government services and the capacity of civil society & local government associations to affect the legislative and policy reform process.  The project Team worked with the central Government of Romania (GoR) and six large municipalities.

TCGI responsibilities focused on municipal resource mobilization, capital investment planning, and solid waste management for Cluj, Baia Mare, and Tirgu Neamt municipalities.  TCGI developed two training programs with educational institutions to help improve public management and policy development.  And the TCGI legal team worked with GoR to reform the Law on local public finance, Chapter VI Fiscal Distress and Insolvency.
