The MSED program provides credit by way of direct loans and loan guarantees to IFIs (e.g., commercial banks; finance, leasing, or insurance companies; and, other financial intermediaries) to promote micro and small enterprises (MSE). Guarantees covering up to 50 percent of the principal loss on small business loans) are provided to IFIs for five years.

Micro and Small Enterprise Development (MSED)

TCGI provides services for the MSED program on behalf of and in conjunction with the Office of Development Credit (ODC) at USAID. The overall objective of the MSED is to mobilize credit for micro and small enterprises by creating sustainable relationships between financial institutions and enterprises in USAID-assisted countries, thus improving access for the poor to financial markets. MSED features loans, loan guarantees, portable guarantees and other creative financial mechanisms to promote the development of small and micro enterprises. As of December 2001, the total value of the portfolio of loans under MSED guarantee coverage from 38 participating financial institutions (FI) was US$ 35 million.


TCGI assists ODC in monitoring, implementing and developing MSED by providing two full-time loan-servicing specialists and one administrative manager, along with occasional senior-level technical consultation.

The MSED Program is divided into two tasks. The main task of monitoring and managing the reporting and data aspects of MSED continues throughout the life of the contract. This task includes the following activities:

Compliance review of loans submitted by participating financial institutions;
Communications with participating financial institutions to resolve and clarify non-compliance issues;
Origination and utilization fee payment calculations and processing;
Claim payment review and processing; and
Utilization and financial reporting to USAID Relationship Managers.

In support of this monitoring role, TCGI employees conducted on-site reviews and training to MSED partner FIs in Ethiopia, Kenya, and Trinidad, in May 2002. These site-visits included meetings and interviews with bank personnel, borrowers, as well as USAID employees.

The second task, the evaluation and redesign the MSED database program, occurred during May-June 2001, and resulted in an assessment of the existing software and a proposal for a new credit database system.
