The project’s long term objective was to improve shelter
conditions in Morocco for lower income urban residents. However,
the project’s principal short-term objective was focused
on addressing issues of equitable delivery of urban infrastructure
through the implementation of pilot projects in solid and
liquid waste, the establishment of environmental planning
practices, including environmental risk assessments, the creation
of new partnerships involving both public and private entities,
as well as through strengthening the capacity of the project’s
two main counterparts: ANHI (the National Shelter Upgrading
Agency), the FEC (the Fonds d'Equipement Communal or municipal
finance agency) and targeted municipalities.
Under this contract TCGI responded to eight
Delivery Orders that involved the procurement of computers,
peripherals, and network hook ups at selected municipalities.
TCG International also provided assistance in the procurement
and installation of management information systems aimed at
building the capacity of the two national agencies and selected
local governments. In particular, it participated in the establishment
and improvement of MIS and GIS systems. TCGI was likewise
asked to provide and oversee municipal staff training, which
resulted in a key capacity-building effort. Training was provided
in ARC/Info and GIS software applications resulting in a properly
trained staff in the municipalities who could address land
management, zoning, and housing development issues.
