The Government of the Federal District (GDF) developed a series
of participatory partial programs identifying urban upgrading
strategies for thirty blighted areas of Mexico City. The programs
identify works prioritized by communities and the GDF. In
efforts to advance this process of participatory planning,
the GDF aimed to incorporate into the participatory planning
process costs and the definition of priorities according to
technical, economic/commercial, and resource considerations,
taking an approach of incremental investments for urban improvement
in each area.
The GDF has also planned to finance and execute
works identified through the participatory planning process,
for which a trust fund will be created financed with own sources
and a possible World Bank loan. To design the basic organization
and financial structure of the trust and possible World Bank
credit, the GDF, through their Secretary of Urban Development
and Housing (SEDUVI), developed a sample of pre-feasibility
studies of works from three partial programs from the central
area of the District (interior circuit). TCG International
was hired to help prioritize and develop these pre-feasibility
studies. As such, TCG International worked closely with the
GDF and the World Bank project preparation team to develop
a methodology for project short-listing and pre-feasibility
studies. Three national firms were contracted by GDF to carry
out the short listing and pre-feasibility analysis for three
partial programs.
TCGI’s specific responsibilities were: (1) review of
plans for the workshop program and provide comments, (2) participate
in the one-week workshop and prepare detailed terms of reference
for carrying out project prioritization and preparation of
pre-feasibility studies, and (3) review the progress report
of national consultants preparing pre-feasibility studies.
