TCGI provided technical design and program support to the
JBIC-USAID Syndicated Loan Guarantee Facility for the Philippines.
TCGI assisted USAID Manila with developing a strategy to combine
JBIC’s Local Government Unit Support Credit Program
(LGUSCP) and USAID Development Credit Authority for water
financing. TCGI also assisted the Mission in developing a
strategy for a Global Development Alliance approach for the
joint cooperation between development agencies.
The joint JBIC-USAID facility aims to
expand the financing options available to the Philippines
municipal water service providers by involving private sector
in funding water and sanitation projects where there is a
considerable gap between water financing supply and effective
demand. The facility will also build the Philippine Local
Government Unit (LGU) capacity in finance, operations, and
governance through technical assistance and market discipline
associated with private sector borrowing.
