In April of 2002, TCGI, in conjunction with its local partner
MLD, undertook a four-month program to promote human resource,
institutional and policy development for local governments
in selected pilot sites in Indonesia. A number of local governments
in Indonesia were selected as pilot-centers for activities
within the project framework, in the form of Technical Assistance
(TA), and Training and Education, supported by other categories
of services, mainly civil works, equipment, and vehicles.
These activities/services were subdivided into four components:
(i) Human Resource Development,
(ii) Institutional Development,
(iii) Policy Development,
(iv) Implementation Support. In doing so, the project aimed
to:

Improve the management capability of selected
local and provincial governments to deliver sustainable
urban infrastructure services; |

Strengthen the participation of the private
sector and local communities in the delivery of urban
infrastructure services, in the pilot-areas; and |

Improve the ability of the participating
central government agencies and institutions to transfer
urban infrastructure management and training to local
governments. |
Under component (i), TCGI evaluated and established
a sustainable Career Mapping System (CMS) that would make
employment in local government more attractive to urban managers
and thus increase the capability to provide services in a
market-responsive and sustainable way. The CMS outlined an
approach integrating an analysis and evaluation of the consistency
of the present legal human resource management framework at
national and local levels as well as the present institutional
framework in the pilot-areas.
