In October 2002, TCGI began an assessment and analysis of
urban service delivery and service providers in India.
Under the USAID SUM IQC contract the project is designed to
improve the quality of services necessary to contribute positively
to the country's economic growth and improvement of the quality
of life. The project focuses on the urban water and sanitation
sector and radical improvement in the resource base of urban
local bodies that are urgently needed for environmental improvement
and efficient allocation of resources.
Specific tasks under this contract include:
(1) assessing the achievements of the USAID FIRE (D) project
and identify benchmarks to be attained by 2003, (2) analyzing
the impact of bilateral and multilateral donor programs in
the urban sector, specifically water sanitation service delivery
and municipal finance, (3) Identifying potential gaps in technical
and financial assistance to improve delivery of water sanitation
services and resource mobilization and allocation for urban
local bodies and then propose a framework for possible USAID
intervention/support, and (4) developing
a strategy to best address urbanization as a cross cutting
issue supported by other USAID strategic objectives.
