Alternative Capital Finance


TCGI, in partnership with IBM, operates the Alternative Capital Fund Financing Program, which allows Housing Authorities borrow against future capital grant funds in order to renovate their properties.  This program, in addition to our exploratory legislative work and research into alternative methods of financing, is being designed to meet the backlog of housing and PHA capital needs, now estimated at $18 billion with an accrual of $2 billion per year.

Portfolio Management: TCGI developed the information management system for the Capital Fund Financing program including proposal review and approval methodology, project database, and program guidelines.  TCGI has reviewed approximately 20 financing proposals from Public Housing Authorities around the country.  TCGI has conducted follow-up site reviews of Lackwana NY, Bluefield WV, and Marquette MI to ensure proper implementation.

Program Training and Marketing:  Through publications, training guidelines, and regional conferences/workshops TCGI provides important outreach to PHAs, private developers and HUD employees across the country.  In 2006, TCGI helped organize conferences in Dallas, TX and Los Angles, CA for approximately 500 participants.

New Legislation:  With tremendous backlog in capital needs and limited HUD Capital Fund resources, TCGI is researching innovative financing structures that can become the basis of new HUD legislation.  Current publications in this series includes: (1) “PHA Utilization of Tax Credits for New Development and Revitalization of Distressed Property,” (2) “HOPE VI and Beyond: New Directions for HUD’s Remaining Distressed Public Housing,” and (3) “Methodologies for Long-Term Planning and Portfolio Reengineering.”
