Ms. Phelps has worked for 25 years to strengthen local governments and other development institutions and to plan and finance local investment projects. Her experience has been focused in sectors managed by local governments: affordable housing; post-disaster reconstruction; local economic development; environmental management; water, sanitation, and solid waste; and transportation. Her expertise includes both project structuring, and policy and institutional reforms to facilitate local development.

Her domestic career includes six years at the Port Authority of New York and New Jersey, where she worked on the Inner Ring Revitalization Strategy, and later served as Financial Manager for Newark International Airport. At KPMG Peat Marwick, she conducted financial feasibility studies for municipal bond issues. Internationally, she has worked with local and national governments in developing countries worldwide, including 9 years lending in Latin America for the Inter-American Development Bank.

For TCGI, Ms. Phelps managed the development of Safer Homes, Stronger Communities: A Handbook for Reconstructing after Natural Disasters, published in 2010 by the World Bank. She has also worked on affordable housing initiatives in Baltimore, MD and Granite City, IL.  

Ms. Phelps understands the key role of NGOs in local development, having helped establish the Center for Local Food and Agriculture in Ithaca, NY, and served on the Board of the Alternatives Federal Credit Union. She also worked as a Loan Officer for the Low Income Investment Fund in San Francisco, CA, and served on the Board of Habitat for Humanity in Oakland, CA. She has an MBA in Finance from Cornell University.
