Ms. Devi has over fourteen years of experience in development and financial advisory services in developing countries and the United States. She has implemented Technical Assistance projects in the urban sector, with particular focus on: local governance, affordable housing, viable and inclusive water and sanitation services, energy efficiency, and post-disaster reconstruction.
Her current US experience includes providing support in preparing program approaches and marshaling private and public resources to revitalize neighborhoods and improve affordable housing, under multiple U.S. Housing and Urban Development programs. She prepared program descriptions and financials for creating two demonstration Energy Efficient, Green Communities with a total estimated cost of $10.43 million, which secured $7.78 million under the competitively awarded American Recovery and Reinvestment Act Capital Fund Recovery Competition grant. She provided research support to advice the program strategy for redeveloping foreclosed homes, which secured $8.6 million under the competitively awarded American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 grant. She assisted in preparing the grant application and mobilizing community leverage for a $17.13 million HOPE VI mixed finance transaction to revitalize a distressed neighborhood.
Prior to joining TCG International, she was the Development Management Advisor at the Indo-USAID Financial Institutions Reform and Expansion (Debt component) project in India. She developed and sourced project pipeline; and, supported municipal governments through the stages of due diligence, project development, transaction structuring, securing finance, procurement and negotiations. She has expertise in municipal finance, structured finance for urban infrastructure, project finance, and public-private partnerships; and, has led and supported development of projects ranging from $250,000 to $150 million. As a member of national and state level committees in India, she managed sector assessments to advise government policy on financing and private sector participation in water and sanitation services.
Ms. Devi has an undergraduate degree in Architecture and dual advanced degrees: Master of Planning from CEPT University, India, and MBA from Georgetown University, USA.
