Chuck Billand

Mr. Billand is a recognized housing and community planning, finance and development practitioner.   

His current US experience includes preparing and executing master plans to rebuild distressed neighborhoods. Utilizing layered finance techniques such as equity, loans, tax increments, and grants his efforts have resulted in $500 million residential and commercial revitalization investment in five cities.   He oversees USAID India\'s FIRE-D project, which has invested $1.2 billion in municipal and capital projects that benefited 2 million people living in 51 Indian cities.   

Before joining TCG International, Mr. Billand advised on the development of India\'s $1 billion primary and secondary mortgage market, and managed the $3 billion worldwide USAID Housing Guaranty Loan Portfolio.  In Egypt he directed a community-upgrading project that planned, financed and executed improvements for 5 settlements with a population of 100,000. With the National Cooperative Bank he directed the origination, underwriting and loan management of primary mortgage loans valued at $100 million.   At the Fairfax County (VA) Redevelopment and Housing Authority he planned, financed and implemented $50 million in housing and community development projects.   

Mr. Billand has an undergraduate degree in urban affairs from Antioch College and is elected to the College of Fellows of the American Institute of Certified Planners.
